After over a year of democratically elected leadership, Burundi still faces a number of obstacles to development. While the government of President Pierre Nkurunziza was elected with an overwhelming mandate, the government currently faces a number of challenges to its credibility, including inexperienced officials, allegations of corruption, and increasingly fractious relations with civil society. In addition, despite the signing of a ceasefire agreement with the National Liberation Forces (FNL), the last active rebel faction, in September, disarmament and reintegration are proceeding slowly, and human rights violations remain widespread. Assistance will focus on these challenges, through programs that provide professionalization training for security forces and build the capacity of the executive branch to implement reforms, combat corruption and interact constructively with civil society.
