Peace Advanced in the Horn of Africa and Great Lakes

Program Description

Progress in advancing peace and strengthening governance can be reached through regional multi-sectoral interventions that address root causes of instability.  This is being achieved through a combination of improved early warning systems, responsive leadership at local, national and regional levels, and the introduction of anti-corruption measures that reduce insecurity such as in the regional transport sector.  To contribute to regional stability and security, USAID/East Africa is working with partner organizations at various levels (local, national and regional) to help lessen the threat of  insecurity.  Developing regional conflict early warning systems that enable governments and civil societies to respond effectively with preventive actions is badly needed and being developed with support from USAID/EA.  In addition, in response to the President’s National Security Strategy, USAID/EA has also collaborated with bilateral USAID missions, Embassies and US Military components in the region to develop an integrated interagency  “Three Ds” plan (development, diplomacy and defence) to reduce insecurity and combat terrorism in the Horn of Africa.

USAID/East Africa’s efforts are concentrated on strengthening regional government institutions as well as working with other donors to identify entry points for improved transparency and enhancing regional trade to benefit the citizens of the region.  This approach includes working with civil society organizations to effectively govern the vast natural resources in the Great Lakes region, and on promoting local methods and processes to advance peace and prevent extremism.  By providing cross-sectoral and conflict-sensitive assistance in health and education, USAID/EA also hopes to target vulnerable women and youth populations, leading to a more stable future.
