Subject: Request for Applications (RFA) No.623-EA-09-020; USAID/East Africa Central African
Republic (CAR) Rural Roads Rehabilitation and Maintenance Program
Dear Applicant:
The United States Agency for International Development (USAID), East Africa is seeking applications from qualified and eligible organizations to implement the “Rural Roads Rehabilitation and Maintenance Program” with USAID-provided financial assistance.
The authority for this RFA is found in the Foreign Assistance Act of 1961, as amended.
USAID intends to make available up to $2,475,000 and award a single Cooperative Agreement (a form of a grant) to fund the successful Applicant’s Program designed to achieve objectives and results matching those described in the RFA Section C. USAID will make funds available incrementally. Program implementation is expected to be fully completed within two years– the maximum period of authorized funding. It is anticipated that award will be made in mid-June, 2009.
I. ELIGIBILITY:
USAID/East Africa seeks applications from the U.S. and Non-U.S. Nongovernmental Organizations having necessary knowledge/experience in successfully managing or implementing similar programs in the past. Rapid mobilization is required immediately following selection of the successful Applicant. The Cover Sheet of the application must include statement on the time frame (example: within two weeks of the award’s signing) Applicant will deploy team necessary to start the full-scale implementation of the initial major phase (or component) of the Program.
