The Acting Regional Director of USAID, Larry Meserve, opened today at the People’s Palace (“Palais du Peuple”), a seminar on standards and best practices for audit and control in the presence of the Inspector General, Hassan Issa.
This workshop, lasting a week, will be in continuation of the training conducted in January 2009 on the distinction between external audit, internal audit, management control, a presentation of the audit process performance and strategic planning.
This seminar aims to provide opportunity to Djibouti Inspectors to practice the concepts learned. The training in question is provided by two American experts in auditing, namely Mr. Thomas O'Connor, and Anne-Marie Auger. They both work for Management Systems International, a U.S. company that runs the USAID "Djibouti Anti Corruption" program.
During this training, the inspectors will be educated on best practices for transmitting audit reports and monitoring and evaluation of recommendations and they will improve their ability to detect abnormalities in a team and develop possible recommendations.
Expected outcomes of this workshop are, among others, to provide the IGE better and more transparent auditing methods and boost performance of its inspectors because everyone knows that they play an important role of "advisors" to public administration.
Finally, note that the IGE is a state institution that works to promote good governance in Djibouti and its activities also concern the fight against corruption, improving transparency and accountability in the public sector.
